An obsidian city carved into the mountain, ruled by Keir on Rhysand's leash, all teeth and terror on purpose. The world is meant to believe this is the whole of the Night Court, and it does. That's the point — and it's also where the point stops being clever and starts costing people.

Rhys walks in wearing the monster like a second skin — and the terrifying part is how well it fits.
This is the decoy. The High Lord climbs the obsidian throne, puts on the sneer, plays the cruel thing the world already assumes he is — so the world stops there, satisfied, and never thinks to keep looking. Every performance in the Hewn City is one more reason for no one to go searching in the other direction. We understood the strategy the first time. We still watched him do it and felt something turn.
But a lie this big is never free, and Mor paid for it before Rhys ever wore it. Born to Keir's house, valued like a contract, promised off to the Autumn Court as a bride the way you'd promise a horse. When she broke her own worth to make herself un-sellable — to choose anything over that fate — her own blood answered with their hands, and left her at the border to die.
So here's the thing we can't unfeel: the cruelty is a costume for Rhys, something he takes off in Velaris. It was never a costume for her. Same walls, same throne, same court — one of them gets to walk out of the role, and one of them wore it in her own body. We clocked the disguise the moment we read it. We flinched anyway.
Every disguise has a bill.
The Hewn City is the price of hiding Velaris — a whole court kept cruel so one court could stay safe and secret. It works. It just never asks the people born inside the lie whether they agreed to pay for it.

What is the Hewn City in ACOTAR?
The obsidian city carved into the mountain beneath the Night Court — cold, sharp, and deliberately terrifying. It's the face Rhysand lets the world see, so the world never goes looking for what he's actually protecting.
What is the Court of Nightmares?
Same place, its truer name. The Court of Nightmares is the Hewn City in full performance — Keir on the floor, Rhys on the throne, cruelty worn on purpose as a decoy. Real menace, staged for one reason: misdirection.
Is the Hewn City the same as the Night Court?
It's one court of it, and the one everyone's meant to mistake for the whole. The Night Court has more than this dark room in the mountain — but the whole design depends on outsiders never learning that.
Who rules the Hewn City?
Keir holds the floor as steward, but only because Rhysand allows it — the leash is Rhys's, and he tightens it whenever he chooses to walk in and play the monster. It's also the house Morrigan was born into, which is a wound the throne never gets to explain away.
