Carved from the mountain itself.
Hollowed straight into the black stone at the centre of the Night Court — obsidian halls, a great carved throne, lit cold, nowhere near a sky. Old. Hard. Nothing soft survives down here, and that's deliberate. This is the Night Court the rest of Prythian thinks is the whole of it: brutal, decadent, ruled by terror. Rhys lets them keep thinking it. Every court fixes its eyes on the nightmares in the mountain, and not one of them thinks to look for the city of starlight he's hiding. The misdirection is the masterpiece.

Keir governs as steward, his court scheming and preening in his orbit — but he holds it only as long as Rhys lets him. When the High Lord descends into the mountain, he puts on the cruel mask the place demands: cold, mocking, merciless, the monster they expect. We know it's a performance. We also know it's a cage. The Court of Nightmares is the bargain Rhys keeps with his own darkness — Velaris stays safe because this place stays exactly as terrible as it's always been. We're not okay about it either.
