Hewn City is hollowed straight into the black stone at the centre of the Night Court — a city of obsidian halls and a great carved throne, lit cold, far from any sky. It is old, and it is hard, and nothing soft is meant to survive here. This is the seat the rest of the world believes is the whole of the Night Court: brutal, decadent, and ruled by terror. Rhysand lets them believe it. The deception is the point — while every other court fixes its eyes on the nightmares carved into the mountain, no one thinks to look for the city of starlight he keeps hidden.
Keir's hold, Rhys's leash
Ruled on sufferance.
Keir governs Hewn City as steward, and its court schemes and preens in his orbit — but he holds it only so long as Rhysand permits. When the High Lord descends into the mountain he wears the cruel mask the place demands: cold, mocking, and merciless, the High Lord they expect. It is a performance and a cage at once. The Court of Nightmares is the bargain Rhys keeps with his own darkness — the price of keeping Velaris safe is leaving this place exactly as terrible as it has always been.
