High Priestess of the library beneath the House of Wind in Velaris. She can't speak. An enchanted pen writes her answers. The priestesses are hers, and for one book, so was Nesta.
Who she is
The keeper, in pale robes.
The library under the House of Wind is a sanctuary before it's anything else, and Clotho is the one who holds it. She's the High Priestess. The priestesses down among the shelves, cataloguing and transcribing in their pale robes, answer to her. She doesn't speak. Her magic moves the books, and when she has something to say an enchanted pen writes it for her.

Nesta's boss, briefly.
When Nesta was sent to the House of Wind to put herself back together, part of the deal was work, and the work was in the library under Clotho. That's where she met Gwyn, where she chased down the right volume of The Great War for Merrill, and where the training that made the Valkyries started. Clotho let all of it happen in her house. We think she knew exactly what she was letting happen.
