The most powerful beings in the world answer to a council. It just isn't a human one.

Sovereign, never servant

The whole arrangement runs the other way from how Navarre likes to tell it. Dragons didn't submit to riders six hundred years ago; they made a deal. The First Six approached dragonkind, the wards went up, and the hatching grounds got their protection — and that, not affection, is why dragons tolerate humans on their backs at all. A dragon will choose its hatching grounds over its rider, every time, however close the bond. The Empyrean is where that sovereignty lives: dragons governing dragons, deferring to their den elders, making rulings humans don't get a vote in.

When the Empyrean meets, the bonded dragons go quiet — because their riders are not allowed to hear what's said. No human has ever been inside the room, and the books never let you forget it. It's the steady background dread of the whole series: the beings who could end all of this at will answer to an authority you will never be shown, on terms you will never be told. When the dragons decide something, it's already decided. Nobody asks you.

The ruling that mattered

They allowed the double bond

Which is what makes Violet's two bonds so loud. Tairn and Andarna — a century-old morningstartail and a golden feathertail everyone had written off as a breed that doesn't bond — both chose her, and the thing to understand is that the Empyrean permitted it. The most unprecedented bond in rider history wasn't a human triumph. It was dragons quietly amending their own law, and then declining, as ever, to explain themselves.
